Draft Copy PB Meeting 7/25/13

Meeting called to order at 7:04 pm. All present except Tom B.

Motion made by Linda M to accept June minutes, second by Dave Kidd, all approved.

Larry Colton approached the board concerning a special use permit for rented building at 1456 Rt. 336 used by Best Buy Auto Sales to prepare autos for sale at business on Rtes 5&20. Purposes meet zoning code 310.10 and therefore permit is approved.

Marianne Kowalski attended the meeting just to listen in.

Old business involved more discussion concerning PUD’s. A question was raised about wording concerning public roads passing through a PUD. An example given was a previous plan that had a PUD on one side of East Lake Rd and a proposed club house on the other. Such a situation would be considered as separate plans for zoning. A PUD is allowed to have community buildings within its plan.

We agreed that there may be sections in the PUD code that will and should reference areas already in current code. This will be reviewed as we determine wording for PUD’s.

Our plan for next meeting will be to review the work that has been done on our PUD code through Google docs. Each member is to review current code and read through the Aurelius PUD section of code.

Todd informed us of progress made regarding help in writing code for the Depot zoning. Peter Smith submitted an estimate of $30,000; Stuart-Brown for $9,200. The lower estimate eliminates the need to apply for a grant which would only provide about $5,000. The towns will share the cost of this project. The town probably needs to provide a memorandum to this effect. Todd will check with Donna Karlsen concerning procedure for a purchase order.

Todd also discussed some matters of interest with Harriet Haynes (county planning board). He suggested that zoning issues should generally go to the town first, then the county. It would also be profitable to plan a meeting between town zoning officials and county zoning personnel. It would be good to discuss rules/responsibilities of the towns and county in regard to zoning. It was also suggested to invite Harriet to a planning board meeting for input.
